General Position Summary:
Under the general supervision of the District Manager, the Finance Director is responsible for all areas related to accounting and financial reporting. This position will be responsible for developing and maintaining accounting principles, practices and procedures to ensure accurate and timely financial statements. This position plans, directs, develops and supervises the administrative, accounting, purchasing, utility billing, risk management, and investment functions of the District. This position regularly exercises independent judgment and discretionary power.
Essential Functions or Responsibilities:
o Works closely with the District Manager o Follow District policies, interpret and retain verbal and written instruction
o Responsible for all areas of the District's accounting systems including monthly & annual financial statements
o Be proficient in administering the principles and practices of finance administration in municipal government. Executes planning and supervision of the District utility billing system
o Develops and maintains systems and procedures for the maintenance of personnel administration including: payroll records and reporting, and benefit plans
o Utilizes report writing applications, statistical data, general ledger, and subsidiary ledgers, in the administration of fixed assets, capital projects, and the District's cash flow
o Applies in-depth knowledge of standard municipal accounting and auditing principles and practices such as GASB, FASB, and GAAP
o Coordinates all activities relative to the Annual Audit. Prepares the annual budget documents under the direction of the Budget Officer and with support of supervisory staff
o Provides administrative support to the District Manager. Assist the District Manager in identifing the objectives, policies, and programs of the District's administration and to follow, coordinate, and assist in the supervision of their implementation.
o Processes and oversees the purchasing of materials, supplies and equipment.
o Resolves conflict and enforces District policy, resolutions, and ordinances as interpreted by the District Manager; interprets and retains verbal and written instruction
o Exhibits good interpersonal, customer service, and time management skills
o Maintain approachability, demonstrate a "can-do" attitude, and nurture a positive work environment
o Communicates clearly and concisely; orally, electronically and in writing; using proper grammar punctuation, vocabulary, and spelling; in English
o Represents the District in a courteous & professional manner
o Administers and optimizes the District investment strategy per ORS and District policy
o Performs work as assigned
Ability to read, write and understand English
Associate's degree (or equivalent job training) in accounting, business administration, public administration or a similar field
Five (5) years of accounting experience, with at least (3) years of municipal accounting experience
Three (3) years of supervisory experience OR two (2) years' experience administering human resources
Proficiency with Microsoft Officer software or equivalent
Proficiency in financial management software similar or equivalent to Quickbooks
Proficiency in utility billing software similar or equivalent to Springbrook
Proficient use of key and computer keyboard
Bachelor's degree in accounting, business administration, public administration or a similar field
Experience in network administration and information technology (IT)
