SUMMARY: This is a full time position located in the Squaxin Island Tribal Health Services department. The Health Services Manager is responsible for the day-to-day operations of a small Tribal ambulatory program located in Shelton, WA. This position is under the direct authority of the Health Services Director. Services provided include pharmacy, dental, medical, health promotion/disease prevention and behavioral health.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Focuses on meeting organization/departmental targets, and recommends or develop plans for improvement, assure regulatory compliance.
Participates in selection of staff, monitors and evaluates performance and accountability of staff.
Evaluates competence and initiate performance improvement plans to develop staff, provide meaningful and constructive feedback.
Works with health services administration to assist in the development of policies, procedures, and enhancements to the delivery of services, and operations of the department.
Supervises assigned caregivers with full personnel action authority.
Responsible for training, coaching, mentoring and development of caregivers.
Ensures the completion of mandatory training and in-services.
Responsible for scheduling and time off management of direct reports.
Adjusts workflow to provide efficient and effective operations.
Provides operational support with clinical processes, policies, procedures and budget management. Assist with compliance to policies and procedures.
Ensure compliance with all local, state, tribal and federal regulations and laws.
Responsible for the development and maintenance of effective relationships within the department and working collaboratively with internal Squaxin Island customers as well as external customers, i.e. patients, families, visitors, etc.
Provides first line problem solving for caregivers and patients for complaints, incident reporting and in the moment follow-up for issues or concerns.
Supports and carryout strategic and process improvement initiatives and projects.
Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES: This position is responsible for the supervision of the dental manager, behavioral health manager, nursing and medical assistant staff.

EDUCATION and/or EXPERIENCE: Masters Degree and 4 years experience in a Tribal or Community Health Center; OR Bachelor’s Degree in Health Administration or related field and 6 years’ experience in a Tribal or Community Health Center; OR Associates Degree in Health Administration or Nursing and 8 years of related experience in the medical field. Must have at least 3 years supervising employees. Must have intermediate skills in Microsoft Office programs, specifically Word and Excel.
LANGUAGE SKILLS: Ability to read, analyze, and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries and complaints from customers, regulatory agencies or members of the business community. Ability to write speeches and articles for publications, which conform to a prescribed style and format. Ability to effectively present information to top management, public groups and/or boards of Directors.
MATHEMATICAL SKILLS: Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic, equations and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
REASONING ABILITY: Must understand the ethical implications and patient confidentiality issues involved in this line of work, particularly in a small community. Must understand and accept their relationship and boundaries with patients and other staff members. Must understand that services take place in a professional, warm, friendly, non-biased environment. Must have the ability to work with and relate to individuals from various socio-economic backgrounds. Ability to define problems, collect data establishes facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
CERTIFICATES, LICENSES, REGISTRATIONS: Must have a Washington State Drivers License and be insurable under the Tribe.

The noise level for this work environment is generally moderate. Individual may occasionally work near moving mechanical parts, be exposed to toxic or caustic chemicals or electrical shock.
